Universidad Abierta Para Adultos (UAPA)

The Universidad Abierta Para Adultos (UAPA) is the pioneering institution in distance higher education in the Dominican Republic. Founded in 1995, UAPA has been a national leader in virtual and blended learning, expanding access to quality university education for students with diverse life, work, and family commitments.

Over three decades, UAPA has graduated tens of thousands of professionals and has consolidated a flexible, student‑centred educational model that combines digital platforms, tutoring, and academic advising. Its mission focuses on democratizing access to higher education, promoting social inclusion, and contributing to national development through innovation, research, and community engagement.

In the Scale2Connect project, UAPA brings the perspective of an emerging innovation ecosystem outside the European Union, contributing its expertise in adult education, distance learning methodologies, and regional development.
